President Vahagn Khachaturyan's address on Constitution Day

Dear compatriots,

I congratulate all of us on one of the most important holidays of our state, Constitution Day.

All states and peoples have holidays in their history, but the holidays of Independence and the Constitution are special and symbolize the victory of the unity and common will of the people.

On September 21, 1991, by saying "Yes" to independence, our people expressed their commitment to the cherished dream of having a sovereign, democratic and prosperous country. On July 5, 1995, the adoption of the Constitution endorsed the sovereignty of our statehood.

It is not by chance that today we also celebrate the day of state symbols: the flag, the coat of arms and the national anthem as among these the Constitution completes the content of independent statehood.

The essence and spirit of the Constitution is underlain by two highest values: state and man, and constitutionality is the manifestation of harmony and unity of these two values. The Constitution is the main guarantor of the rights and freedoms of a man and a citizen, and at the same time, the claimant of fulfilling the individual duty of each of us since rights, freedoms and independence are first of all the highest responsibility.

The combination and balance of the ideas of statehood and freedom is the pillar upon which the model of statehood, civil liberties, and constitutional order are built and from which the development potential of the state originates.

Dear citizens,

Once again, I congratulate all of us on Constitution Day and wish peace and resilience to our statehood, welfare to our citizens, and I am convinced that our homeland and people have the potential to achieve these goals.
