President Serzh Sargsyan was present today at the parade dedicated to the RA Police Day.

The President of Armenia congratulated the Police staff and veterans on the occasion of their professional holiday.

“For the last two decades you have been diligently performing your duties. That period of time was very important for the establishment and strengthening of the Armenian Police. In the struggle for Artsakh’s independence, as well as in the fight against organized crime many of our policemen have displayed outstanding professional qualities and heroic stance. Some perished in that struggle but memories of them and their images – the image of a just and strong policeman – will continue to serve a standard, a guide for your work and your service.

In this period of time, the Armenian Police have gone through a complex phase of reformation, and even today reformation and modernization in the police structures go on. Laws, which are adopted in line with the contemporary demands and the entire legislative package, were certainly essential. However it is obvious that it is not enough,” President Serzh Sargsyan noted in his congratulatory remarks, speaking also about Police activities in upholding the law. In conclusion, he wished them to be worthy of their high calling.

On the occasion of Police Day, the President of Armenia awarded a group of RA Police staff with medals for the enforcement of law and order and their considerable contribution to the upholding of public order.

Distinguished servicemen and veterans of the Police Force,
Generals, officers, junior officers and policemen,
I congratulate you on the occasion of Police Day.

For the last two decades you have been diligently performing your duties. That period of time was very important for the establishment and strengthening of the Armenian Police. In the struggle for Artsakh’s independence, as well as in the fight against organized crime many of our policemen have displayed outstanding professional qualities and heroic stance. Some perished in that struggle but memories of them and their images – the image of a just and strong policeman – will continue to serve a standard, a guide for your work and your service.

In this period of time, the Armenian Police have gone through a complex phase of reformation, and even today reformation and modernization in the police structures go on. Laws, which are adopted in line with the contemporary demands and the entire legislative package, were certainly essential. However it is obvious that it is not enough. Regrettably, we have not been able yet to form a new culture, a new tradition of the “citizen-policeman”, “society-police force” relations. Sometimes, it is the policeman who overreacts, sometimes – the citizen. It greatly impedes the general development. The situation hurts and irritates the society and the Police alike. The task in front of us is to form that new tradition; and here again you should play the leading role because you represent a state structure, a predominately mature structure. You are expected to display utmost composure and restraint on one hand, and determination – on the other. It is a difficult task indeed since very often it is difficult to draw a line, but it’s your job, your mission, and your duty. Overall, protection of the citizens’ rights and property and fight against crime are performed by our Police Force efficiently. It’s a fact. We always state with pride that Yerevan is among the safest capitals in the world. It is stipulated first of all by the character of our people and our society, but at the same time credit goes to our Police and the fact should not be neglected.

On festive occasion talks about problems and failures are usually avoided but I believe you, distinguished policemen, are used to the calls for vigilance and alertness. It is also a fact that we, together with you, have much to do in upholding the rule law. I assure that our citizens do want to live by law. You are expected to articulate precisely your needs and requests, ruling out any discrimination. Violation of the equally before the law, even just one violation, discredits and undermines the entire system. That very system is called upon to form a new tradition, acceptable to us all, the tradition of the “citizen-policeman” relations.

And I repeat, our task is to form a new culture and not to destroy it in its nascent state. I agree that life is much more complex and multifaceted than the laws on paper and by virtue of your job you every day encounter the most uncommon situations. Extraordinary things do happen and there can be exceptions, however our task is bring the number of these exceptions to minimum.

I ask you to remember that no official is seen by the citizens of our country and our guests as frequently as you – starting with the policemen on the streets. For them you first of all represent the state, the Republic of Armenia which can gain or loose attraction in their eyes in less than five minutes. It’s a taxing but also an honorable task – for that very reason we highly value your work and are ready to assist you in every way.

Distinguished Policemen,

I once again congratulate you on the occasion of this jubilee and wish you and your families good health and success in your service. The image of new Armenia is being formed by many elements, and the image of the policeman is among the most important elements. I wish that that image corresponds to the demands and reflects the ideals of our society. The future of our country is conditioned by many factors, each of them unique and indispensable. You, distinguished policemen, are one of these critical factors, and I wish you to be worthy of that high calling.
