On June 14, the delegation headed by the President of Armenia, Serzh Sargsyan participated at the regular meeting of the Council of the Collective Security Treaty Organization in Moscow.

The Presidential delegation comprised the Secretary of the National Security Council Arthur Baghdassarian, the Minister of Foreign Affairs Edward Nalbandian, the Minister of Defense Seyran Ohanian, and other officials.

The meeting of the Presidents in a closed format was followed by the meeting of the delegations in the extended format.

The Presidents of Armenia, Russia, Kazakhstan, Kyrgyzstan, Tajikistan and Uzbekistan signed the Agreement on the CSTO Rapid Response Force and pertinent documents which specify the status of the Force, regulations of its formation and activities, rules of deployment, and the composition of the Force.

The Presidents also approved the annual Report of the Secretary General of the CSTO regarding the implementation by the presiding country – Armenia – of the activities envisaged by the program of actions, priorities for the second half of 2009 and the first half of 2010, development of the efficient measures to fight illegal migration, joint response forces in emergency situations, and other documents.

Due to the absence at the Moscow meeting of the President of Belarus, the presidency of the Organization was temporarily assumed by the Russian Federation.

The President of Russia Dmitri Medvedev thanked the President of Armenia Serzh Sargsyan for Armenia’s efficient work during her presidency in the Organization and expressed hope that the adopted decisions would promote the security of the member-states and enhance the creation of proficient collective response forces.

At the conclusion of the meeting, at the joint press conference with the President of the Russian Federation the President of Armenia Serzh Sargsyan noted that the creation of the Rapid Response Force is the materialization of all those ideas which form the basis of the Collective Security Treaty Organization. “I am confident that this year we have been able to fill many previously adopted decisions with content. One year ago, when Armenia assumed presidency, I said that Armenia and other CSTO member states would be working not only to implement already adopted decisions but would also generate new ideas to enrich the Treaty. I believe a lot of useful work has been done in this period of time. It is necessary to mention two important points: the creation of the CSTO Rapid Response Force and closer coordination of the member states’ foreign policy. Our Ministers of Foreign Affairs gathered together before the UN General Assembly session and before the meeting of the OSCE Foreign Ministers and developed concrete approaches regarding concrete issues. These two important points testify to the fact that during this one year we have really done important job,” – the President of Armenia underlined.

The delegation headed by President Serzh Sargsyan returned to Yerevan late at night on June 14.
