President Serzh Sargsyan met with the members and staff of the RA Board of Control

Today, President Serzh Sargsyan met with the members and staff of the RA Board of Control.

The President of Armenia expressed satisfaction with the activities of the Board in 2009 and handed Letters of Recognition to a number of the Board’s members and employees for their efficient and diligent work. According to President Sargsyan, the very fact that the members of the Board are being recognized proves that the structure has matured and is on the right track.

“It means that we witness positive changes and encourage them. It is no secret that there numerous problems in our country and would be extremely naïve to believe that it is possible to eliminate them with just one blow. Only people who have no idea about the scope of the problems, methods of governing, and human aptitude can think that way. Thus, we have to get prepared for a long, purposeful and hard work. And, certainly, this work cannot become an excuse for telling our people – wait, the situation will improve in a year or ten. We should be able to set priorities and make thoughtful steps to address them. The Board of Control with this regard should not only identify and flag the existing problems and deficiencies but also participate actively in their overhaul and elimination. In our country the problems will be solved through persistent and purposeful work,” the President of Armenia said.
In the activities of the Board of Control, President Sargsyan highlighted in particular the importance of the efficient administration of the state funds and urged this year to be more persuasive and active in presenting to the public the results of the Board’s activities. “The public has the right to know how it happens that the Board identifies problems, abuses, cases of mismanagement, however there are no high profile criminal cases against high ranking state officials and they are never charged. In 2010 you should also work actively with the law enforcement bodies. Obviously, all the facts that become known to the public¸ are also under the scrutiny of the law. At the same time, faults do not always translate into criminal cases,” noted the President.

According to Serzh Sargsyan, the Board of Control should be persistent in uprooting the exposed cases and resist any pressure or requests, be more principled in making those offences public knowledge and eliminating them. “This is very important: In any country encroachment on state resources is a crime. In our country it is a double offense since we have a host of unresolved problems and should be able to spend the money of our taxpayers in the most efficient way. The encroachment on this money is the encroachment on our future generations,” the President of Armenia underscored.

President Sargsyan said that the state employees, who mismanage state resources, must be loathed by the society, and the Board of Control has a pivotal role in creating this kind of attitude.

The President of Armenia wished the members and staff of the Board all the best and expressed hope that they would improve their working methods by year and would register even more impressive results.

The Chairman of the Board Ishkhan Zakarian presented a brief report of the Board’s activities last year and spoke about its forthcoming activities in 2010. He said that this year the Board would focus on the loan programs and the system of education.

After the meeting, President Sargsyan toured the premise of the Board and observed working conditions of the employees.
