The President of the Republic of Armenia stated:

"I congratulate you on the Constitution Day and on the occasion of receiving high titles. The first article of the Constitution of the Republic of Armenia stipulates that our country is a sovereign, democratic, social state governed by the rule of law and your mission is to protect the Constitution itself.

Sovereignty, democracy, being a legal state and, in general, constitutional formulations are not merely declarative provisions and slogans, but are fundamental set of beliefs and principles of building statehood. Your service is a high responsibility for the protection of these principles, the legal system, the borders of our state, the security of the citizens and democracy.

In this regard, apart from being the mother of laws of the country, the Constitution is the guarantor of a predictable, developed, prosperous, peaceful and safe future for our state and society. It is this content that lies at the heart of the Constitution adopted through the referendum of July 5, 1995, which would become a unique benchmark for further development of the country.

During the past 28 years, our Constitution has faced many ordeals, undergone radical changes, however, the essence of the Constitution has remained the same as expressed in the first two unalterable articles of the mother of laws: Armenia is a sovereign state where the power belongs to the people. The spirit of constitutionality lies in this concise wording since it is impossible to have a developed, modern, legal and safe state without sovereignty and democracy. I am convinced that through collective will, responsibility and duty of all of us and staying true to the essence of the Constitution, we will continue our service for strengthening our state and for the welfare of our citizens.

Once again, congratulating all of us, I wish new successes, peace and prosperity to our country."
