President Vahagn Khachaturyan’s Address on the occasion of the 30th Anniversary of the Constitution of the Republic of Armenia

President of the Republic Vahagn Khachaturyan participated in the solemn ceremony dedicated to the 30th anniversary of the Constitution of the Republic of Armenia and the Day of State Symbols.

At the start of the event, the President delivered a congratulatory address:

“I sincerely congratulate all of us on the 30th anniversary of the fundamental legal document of our state — the Constitution of the Republic of Armenia.

In 1995, through a nationwide referendum, our people adopted a Constitution that was to become the foundation for the development of our statehood, the establishment of a legal system, the protection of human rights, and the formation of democratic institutions.

Over these three decades, the Constitution has withstood numerous trials — including political crises, security challenges, and periods of societal transformation. But the most important realization during this time has been the following: there are no inherently good or bad Constitutions. There are Constitutions that are either respected and upheld or violated.

A Constitution can only be strong when it is in harmony with a country’s political culture, public life, historical memory, traditions, and national mindset. The deepest value of laws and norms only comes to life when they reflect a society’s real perceptions of a dignified and free life.

The true power of the Constitution of the Republic of Armenia lies in its unalterable articles, which clearly express our public consensus on the kind of country we want to live in — an independent, sovereign, social, legal, and democratic state.

The rule of law is the cornerstone of our state organization. Democracy and the law are not opposing, but rather mutually reinforcing, concepts. The law becomes a living and supreme value in those countries where democratic institutions are strong and where the democratic state is built on the foundation of the rule of law. A healthy system of state governance cannot exist without this mutual foundation. It is precisely with the aim of building such a state that the Constitution was written and continues to exist.

At the same time, the Constitution is not a collection of dead norms. It must be a living document capable of responding to the signals of the times and adapting to changes in public and state life. It is this ability that ensures the continuity of the Constitution without losing its fundamental values.

Dear compatriots,

Once again, I congratulate all of us on this important anniversary and wish peace, stability, legal protection, and conscious citizenship which will be the main guarantee of the vitality of our Constitution.”
